Speaking in Beijing ahead of a closed-door meeting with Chinese Foreign Minister Wang Yi, Blinken said there is no substitute for "face-to-face diplomacy." Both sides need to make sure "that we're as clear as possible about the areas where we have differences, at the very least to avoid misunderstandings, to avoid miscalculations," he told reporters. In his remarks, Wang told Blinken that U.S.-China relations are "beginning to stabilize" with increased dialogue and cooperation.

“He views himself as a big guy,” John Bolton, who served as national security adviser under Trump, told me. Trump lamented that Hitler, as Kelly recounted, maintained his senior staff’s “loyalty,” while Trump himself often did not. “He truly believed, when he brought us generals in, that we would be loyal — that we would do anything he wanted us to do,” Kelly told me. ‘Shocked that he didn’t have dictatorial-type powers’Trump’s former advisers say he most consistently lavished praise on Russian President Vladimir Putin. At a town hall organized by Fox News in July 2023, Trump said, “Think of President Xi: central casting, brilliant guy.

Mr. Orlins said the Chinese had prepared three versions of a speech Mr. Xi could deliver that night. After Wednesday’s events with Mr. Biden, Mr. Xi picked the friendliest one.

The streets outside the San Francisco hotel where Chinese leader Xi Jinping addressed a crowd of American business executives Wednesday night were chaotic, echoing with police sirens and the chants of protesters. Mr. Xi spoke of pandas. He spoke of Americans and Chinese working together during World War II to battle the Japanese. “The number one question for us is: are we adversaries, or partners?” Mr. Xi asked. “China is ready to be a partner and friend of the United States.”

China’s defense minister, Gen. Li Shangfu, has not been seen in public in more than two weeks, fueling speculation about further upheaval in the military after the abrupt removal of two top commanders in charge of the country’s nuclear force. Just six weeks ago, China’s leader, Xi Jinping, replaced the two most senior commanders of the People’s Liberation Army Rocket Force, which oversees China’s nuclear missiles. The abrupt dismissals suggested that Mr. Xi was seeking to reassert his control over the military and purge perceived corruption, disloyalty and dysfunction from its ranks, analysts have said. Many experts believe that the military commanders may be accused of corruption, though some have said that suspicions of disloyalty toward Mr. Xi may be involved. In July, China also dismissed the foreign minister, Qin Gang — another official who had risen rapidly under Mr. Xi — without explanation.

And it involved a meeting with the Chinese defense minister, who has rebuffed multiple requests to engage with his American counterpart. Beijing has turned to those it deems more aligned with its position as it has become more skeptical toward, and at times openly frustrated with, the Biden administration. With the visit by Mr. Kissinger, whom Mr. Xi and other officials called an “old friend,” Beijing has sought to emphasize cooperation and mutual respect between the powers. With visits by business leaders like Bill Gates — also dubbed an old friend by Mr. Xi — and Elon Musk, China has tried to highlight the longstanding economic relationship and the perils of untangling global supply chains. Such efforts may become increasingly significant as Beijing pushes back against what it sees as the Biden administration’s efforts to contain China geopolitically, militarily and technologically.

Meanwhile, Xi has consolidated his power in China and is seeking to to bolster China's global influence. It is unclear how aware Pew survey respondents were of such world events and developments. Economic cooperationU.S.-China cooperation on economic matters was one of two areas in which Pew survey respondents remained more optimistic. General pessimismPew survey respondents mostly did not see areas of potential cooperation between the U.S. and China. Certainly not the climate," the Pew report said, citing a 25-year-old unnamed woman who participated in a focus group.
Even so, the White House is downplaying any hope of a major breakthrough when Biden sits down with Xi in person. “I don’t think personal diplomacy will help that much,” said Victor Cha, a former director for Asian affairs in George W. Bush’s White House. The Biden administration sees Xi as the leader of a bullying nation with visions of global dominance. “We recognize that with each launch, [the North Koreans] learn something,” the senior Biden administration official said. But like Biden, Xi will also arrive at the meeting having fortified his position at home.
HONG KONG — Chinese leader Xi Jinping’s first two terms in power were marked by intensifying competition and tensions with the United States. The United States does not seek conflict with China, Biden told a meeting of his top military advisers Wednesday. “China stands ready to work with the United States to find the right way to get along with each other in the new era,” he said. But China under Xi has a “superficial stability,” Johnson said. HONG KONG — Xi Jinping secured a historic third term as leader of China on Sunday, cementing his status as the country’s most powerful figure in decades and extending his authoritarian rule over the world’s second-largest economy. The Chinese leader Deng Xiaoping introduced the limit in 1982 to prevent a return to a Mao-style cult of personality. The Chinese leader reiterated the goal of peaceful “reunification,” without renouncing the possible use of force. “Xi still promises no specific timeline on unification.”But the Chinese leader did put greater emphasis on warning “external forces” to stay out of the Taiwan issue. A telecast of Chinese President Xi Jinping plays on a screen in Hong Kong on Monday.
